Employment Phase-in Schedule

Enter only the NEW jobs in each year. If the project is 200 jobs phased 50% in year 1 and 50% in year 2, enter 100 in year 1 and 100 in year 2.

Detailed instructions

If the project is an expansion of an existing facility, again, enter NEW employment only. However, if the existing jobs are at risk, you can enter the jobs that are at risk as part of year 1.

Year 0 represents the entire construction period (even if multi-year) — do not include construction jobs. Year 1 is the first year of operations.

Enter wages in today's dollars, excluding benefits; do not adjust for inflation. Indicate below whether you are entering an annual wage or an hourly wage.

Class 4 property — servers, computers and related equipment — has a short economic life and is normally replaced on a recurring cycle. Whether we model that replacement changes the personal property tax base in later years, so we need to know how to treat it.

Personal property class definitions

CLASS 1 Economic life 7–10 years. Copiers, electronic manufacturing equipment, vending equipment, rental appliances, broadcasting equipment.
CLASS 2 Economic life 8–12 years. Office furniture, fixtures & equipment, restaurant/bar equipment, hotel furnishings, most manufacturing equipment.
CLASS 3 Economic life 13+ years. Tanks and storage, billboards and signs, cold storage and ice-making equipment.
CLASS 4 Economic life 1–4 years. Computers and computer equipment, special tools and gauges, jigs, dies, molds, patterns, special shipping devices.
